As for per area and other info like that I'm not much help, but every 3 is what you will encounter. They appear in Persephone I believe, but I'm pretty sure they aren't in Inner.

Roughly eight years after the events of BioShock , the Big Sisters began successfully abducting dozens of children from around the world and ferrying them to Rapture for conversion into the next generation of Little Sisters.
These children were primarily found in the coastal regions bordering the Atlantic Ocean, guaranteeing the Big Sister an easy escape once their targets had been secured. Though the mysterious kidnappers were reported by horrified parents throughout the world, the authorities were powerless to stop them and unable or unwilling to see the worldwide abductions were connected.

Towards the end of There's Something In The Sea's first chapter, Mark took a more active role in documenting the activities of the mystery kidnappers.

His research would eventually bring him to Rapture where he'd come face to face with Big Sisters once again. Big Sisters are significant enemies in BioShock 2. They are seen observing Subject Delta's movements for Sofia Lamb and come to punish him when he interferes with the Little Sisters. Big Sisters can often be seen swimming in the ocean outside, but they will only attack Subject Delta after the player has saved or harvested a certain number of Little Sisters usually all the Little Sisters in a level.
Confrontations with the Big Sisters are typically difficult. Once the player invokes the wrath of a Big Sister, there is a delay before she arrives. So, with this in mind, here are the things you want to do before you deal with the last Little Sister.
First of all, recharge your health and Eve. If you don't you'll most likely parish in the fight. Second, buy as many Eve Hypos, first aid kits, and ammo from the nearest vending machine. Next you're gonna want to hack or destroy all machine's in the area you choose to fight in. Pick a fairly open and big room to fight in, as if you get trapped, you'll lose lots of health and may even die before you can get away. I prefer to stay near a vending machine and or heath station just in case I need more items in battle.
Next, you're gonna want to kill every splicer and Big Daddy in the area. Trust me, it's very annoying fighting a Big Sister with a splicer or Big Daddy after you as well.
